Program Purpose and Objectives
This program discusses the structure of the major public policy programs in US health care, the challenges and opportunities of the health care reform agenda and the "basics" of health care advocacy. The course provides a general overview of major public health care programs and policy similar to what a congressional health staff person may receive. The presentation weaves references, including web sites and objective sources of policy information throughout. The participants will emerge with a deeper understanding of health policy, opportunities for health care reform, the jurisdiction of relevant congressional and administrative offices, a basic "how-to" of health care advocacy and an extensive bibliography of objective sources of policy research.
Topics for discussion
1. Overview of Public Health Care Programs: Medicare, Medicaid, SCHIP, Indian Health Services, and VA systems;
2. Medicare Payment Policies: Outpatient, Hospital, Skilled Nursing Facilities
3. Medicaid and SCHIP: growing numbers and implication for practice in trying economic times; The health care safety net.
4. Locating current, reliable, and objective health policy information using Internet resources.
5. Health Care Reform Efforts: Medical Home, Health Information Technology, Universal Converge, Comparative Effectiveness, Quality measurement and reporting, Pay for performance
6. Advocacy 101: the process and engaging in it
Objectives:
At the end of these sessions, participants will be able to:
1. Compare and contrast the various structural components of the Federal and Federal/state public health care programs, including Medicare, Medicaid, SCHIP, and others, including financing, coverage and other factors.
2. Identify the different federal agencies and committees and their roles in health care.
3. Describe key features of the recent health care reform debate and analyze their impact on the health care delivery system.
3. Define and explain the key features of the medical safety net system.
4. Analyze 5 recent health policy trends and the impact they will have on the practice of medicine
5. Locate current, reliable, and objective health policy information using Internet health policy resources.
6. Analyze the potential impact of health policy trends on their own practices.
7. Explain how a bill becomes a law and how advocacy fits into the process.
8. Compare and contrast various methods of advocacy for their effectiveness
9. Develop a strategic plan to advocate for or against a health policy issue on a Federal level that incorporates an understanding of committees of jurisdiction, and the do's and don't of advocacy.
Conference Sessions generally take place during the days at sea (as cruise itinerary allows) to avoid conflicts with Ports of Call or evening entertainment.
