Program Purpose / Objectives
Topics and Learning Objectives

  1. Overview of mass casualty incidents (MCI)- Upon completion of this talk the participant should be able to determine the overall and general epidemiology of all factors relevant in a MCI, be familiar with the definition and goals of terrorism, the history of terrorist attacks, and the most common types of mass casualty disasters that result from terrorist and other disasters.
  2. Pre-hospital MCI management- this talk focuses on the clinical aspects of pre-hospital care as well as developing communications with field teams in order to achieve optimal patient outcomes. Also participants will be able to identify priorities (TRIAGE/SORT) of field and early hospital management, discuss the function and structure of pre-hospital triage and Incident Command. The participants will be able to discuss their own management system and together we will determine strategies.
  3. Medical management of MCI-.Our aim is to share with you all medical and nursing management strategies that are used in controlling a mass casualty incident- Keep in mind that a MCI happens to the entire organization- it is not just the ER's problem!
  4. MCI peacetime preparation- This talk will elaborate on all resources needed to prepare the participants' organization for a mass casualty incident. We will analyze together the gaps in equipment, personnel, and surge capacity in order to return to hospitals to update.
  5. Non-conventional Disasters- Who knows what is waiting for us in the future? Anticipated radiological, nuclear, chemical and biological scenarios will be described. Best possible treatment plans will be explained. This talk will familiarize the participant with the terms and concepts that are unique to the medical management of mass casualties, including triage, surge capacity, decontamination, and critical mortality.
  6. Ethical challenges, dilemmas and PTSD - We will discuss how to keep our teams resilient. In addition, we will assess methods for psycho-emotional support and care of disaster casualties, their families, and responders. We will share with the participants our experiences and lessons learned as well as results from 2 longitudinal research studies investigating medical teams in Israel.

Miklosh Bala, MD
General and Trauma Surgeon, Department of General Surgery, Hadassah Hebrew University Hospital, Jerusalem, Israel

Dr Bala Miklosh is a Director of the Trauma and Acute Care Surgery Unit and senior surgeon of the Department of General Surgery of Hadassah Medical Center in Jerusalem, Israel, where he also currently works as a leading surgeon in Acute Care Surgery and Trauma and chief consultant for surgery in the ICU. Dr. Bala did his Residency in General Surgery in Hadassah Medical Center, and a Fellowship in Trauma and Surgical Critical Care in Baltimore, MD. He is an Active member of EAST, AAST and ESTES, and a member of the Trauma Committee of the Israeli Trauma Association.

David Weiland, Jr, MD
Chief Medical Officer, Largo Medical Center; HCA West Florida; Largo, Florida

Dr. David Weiland, MD, is a graduate of Amherst College and Columbia University and serves as Vice President of Medical Affairs at Bayfront Medical Center in St. Petersburg, Florida. At Bayfront, he works closely with the medical staff where he combines physician feedback with strategy, technology and innovation to set standards in hospital-based care. He has more than a decade of experience as a medical educator, formerly serving as assistant director of Bayfront's Family Practice Residency Program. He also served as the Medical Director for the Suncoast Hospice in Pinellas County Florida.

He completed his medical training at the University of South Florida and served as Chief Resident of internal medicine before entering private practice in 1992. He continues to present and publish nationally on a series of Palliative Care and other medical issues. He is board certified in both Internal Medicine and Hospice and Palliative Medicine. Recently, he has promoted the integration of palliative care consult services into Pinellas county community hospitals to increase the access of pain and symptom management services to those struggling with chronic life threatening illnesses.
