Faculty
S. Sandy Sanbar, MD, PhD, JD

S. Sandy Sanbar was born in Haifa, Israel. He earned a BS (with Distinction) in Biology and a M.D. (with Distinction) at the American University of Beirut in Lebanon. He did a Residency in Internal Medicine at the Oklahoma University Health Sciences Center, and earned a PhD in Biochemistry at the University of Oklahoma, while working as a Cardiovascular Research Trainee, Oklahoma Medical Research Institute in Oklahoma City. He completed his Residency in Internal Medicine at the University of Michigan Medical Center, Ann Arbor, Michigan, before becoming a Postdoctoral Cardiovascular Fellow then Research Cardiovascular Associate of the Ontario Heart Foundation and Clinical Assistant in the Department of Internal Medicine, at the University of Toronto, Ontario, Canada.

Dr. Sandbar returned with his family to Ann Arbor, Michigan, as a United States immigrant, served as a Cardiovascular Fellow of the Michigan Heart Association and an Instructor in Internal Medicine, then Advanced Cardiovascular Research Fellow of the American Heart Association and Assistant Professor, Hypertension Unit, Department of Internal Medicine, University of Michigan Medical Center, Ann Arbor, Michigan. His J.D. degree is from Oklahoma City University.

He was inducted in the U.S. Army Medical Corps as a Captain and was promoted to Major, while at Fitzsimmons General Hospital, Denver, Colorado. Finally, Sanbar was promoted to LT. Colonel while serving in the U.S. Army Medical Corps, U.S. Army Hospital, Danang, Vietnam. He was awarded a Bronze Star Medal for his efforts in Vietnam prior to being Honorably Discharged on July 4, 1970.

Since 1970's, he has practiced in Oklahoma City both as an Attorney at Law and Specialist in Internal Medicine and Cardiology. Sanbar is a Past President of the American College of Legal Medicine (1989-1990) and he has received numerous Awards, including Gold Medal Award (2000) and Distinguished Service Award (2007) of the American College of Legal Medicine. In 2007, he was elected as the Chairman of the American Board of Legal Medicine (ABLM), and President of the American Board of Medical Malpractice (ABMM). He is a Diplomate of both the ABLM and the ABMM. He performed Consultative Examinations (for 6 years) then served as a Medical Consultant (2 years) for the Department of Disability Services, Social Security Administration in Oklahoma City. Since March 2008, Sanbar has been in private practice in Oklahoma City.

Sanbar is a prolific author of over 200 articles, and author or editor of eleven Books. His books include Hyperlipidemia & Hyperlipoproteinemia; Medical and Hospital Law; Editor, LEGAL MEDICINE, seven Editions from 1987- 2007; Editor. MEDICAL MALPRACTICE SURVIVAL HANDBOOK, 2007; and Editor, ABLM BOARD REVIEW EXAM & STUDY GUIDE, 2007. He publishes a monthly article for the LAW AND MEDICINE section of the Oklahoma County Medical Society publication, the BULLETIN. He is a member of the Oklahoma Bar, the Oklahoma County Bar, the Oklahoma State Medical Association and the Oklahoma County Medical Society. He is a State, National and International Lecturer on Legal Medicine and Medical Malpractice, and he generally serves as Seminar Program Chairman. He is married to Dorothy J. Sanbar, an Oklahoman, and has two children and three grandchildren.

MATTHIAS I. OKOYE, MD, JD, FRCP, FCLM

Dr. Matthias I. Okoye is a physician, lawyer, and a forensic expert. In 2005, he was nominated as one of the top 50 minority scientists in U.S.A. He has performed and supervised over 15,000 autopsies and investigated and certified over 20,000 deaths during his career. He has been consulted world-wide in over 5,000 cases by prosecutors, defense lawyers and law enforcement agencies in the U.S.A. and overseas. He has testified in the U.S. in several state and federal courts and foreign jurisdictions as an expert in the fields of forensic medicine and pathology, legal medicine, pharmaceutical science, and toxicology. He has assisted academic institutions in developing and setting up undergraduate and graduate forensic science programs in several U.S. and overseas universities.

Dr. Okoye is also the director of the Nebraska Institute of Forensic Sciences, Inc., and Associated Pathologists of Nebraska, P.C. In addition, he is a clinical professor of forensic pathology at Creighton University School of Medicine, Omaha, Nebraska and clinical professor of forensic medicine and pathology at the Kansas City University of Medicine and Biosciences, Kansas City, Missouri. He is also an adjunct and visiting professor of forensic medicine and pathology at several universities abroad. He was the former Chief Medical Examiner for Washington, D.C. and a clinical professor of forensic pathology at the George Washington University School of Medicine and Georgetown University School of Medicine and professorial lecturer in forensic pathology at Howard University College of Medicine from 1989-1991.

He is a consultant forensic pathologist with the State of Nebraskas Office of the Attorney General, and serves as the coroners physician and forensic pathologist for several counties in Nebraska and Kansas. Dr. Okoye is also an attending pathologist at Lincolns Bryan Medical Center and CHI-St. Elizabeth Regional Medical Center. In addition, he is the founding principal of the Law Firm of Okoye & Associates, Lincoln, Nebraska.

He received dual medical degrees (Summa Cum Laude) from both the Universities of Lagos College of Medicine, Lagos, Nigeria and the British Conjoint Board, U.K. in 1974 before serving as a senior house officer in surgery and pathology for the Nigerian Ministry of Health. He was a junior fellow in pathology at Kings College, University of Cambridge, U.K. in 1972. In 1976, he immigrated to the United States and undertook intensive residencies in anatomic and clinical pathology at the University of Kansas Medical Center, Kansas City, Kansas and also graduate training in pharmaceutical science/toxicology at the University of Missouri-Kansas City. He also took a residency in forensic pathology at the Office of the Chief Medical Examiner for the State of Maryland.

Dr. Okoye also earned both a Master of Science degree in pharmaceutical science (toxicology) from the University of Missouri-Kansas City and a Juris doctorate degree from the Detroit College of Law at Michigan State University. He is a diplomat of the American Board of Pathology and the American Board of Legal Medicine.

He is a member of the State Bar of Pennsylvania and is also admitted to practice in several Federal District Courts, Federal Circuit Courts of Appeal, and the U.S. Supreme Court. He was a member of the Board of Governors of the American College of Legal Medicine for several years, and currently a member of the Board of Trustees of the American Board of Legal Medicine, member of the Editorial Board of the Journal of International Academy of Legal Medicine, and a Fellow of the Royal College of Physicians of Ireland.

Dr. Okoye has been a member of the Academy of Forensic Sciences, National Association of Medical Examiners, and a Fellow of the College of American Pathologists. He has also lectured and published extensively in forensic medicine and pathology, forensic toxicology, and legal medicine. He has appeared on CNN, ABC News, and CBS News to discuss some high profile cases. He has been requested by several foreign governments to conduct thorough medico-legal death investigations in some controversial high profile deaths. He is a visiting professor in forensic sciences at various Universities in the U.S. and overseas.

Bill Hinnant, Principal in the firm Medicolegal Consultants, LLC, is a Urologist and Health Care Attorney admitted to the trial and appellate courts in the State of South Carolina, the Fourth Circuit Court of Appeals and the U.S. Supreme Court. His legal practice focuses on medical malpractice, qui tam litigation, administrative health law, white collar crime, insurance law, workers compensation and social security disability.

Bill serves as Treasurer and General Counsel of the American College of Legal Medicine. He has authored amicus briefs for national medical organizations as well as regulatory comments. He has advised or represented over 200 physicians in peer review and credentialing matters.

Bill and his wife, Virginia, have four grown children and enjoy travel, sports, food and wine, theater and are self-professed politics and news junkies. They participate annually in Renaissance Weekend, one of the oldest idea festivals in the country, originally organized by Bill and Hillary Clinton.

Toan Foeng (Bill) Tham, BA, DDS, JD,FCLM

Dr. Tham is practicing as a dentist and licensed attorney.
He has been practicing dentistry full time at his own private practice, and an educator for twenty one years since graduating from the University of Missouri Kansas City in 1991 with doctor of dental surgery degree. He entered into full time academia teaching at the University of Nevada Las Vegas (UNLV) School of Dental Medicine in 2012.

Dr. Tham is the Principal Investigator of double blind research oral rinse study to determine the effect on Periodontal Disease conducted at UNLV School of Dental Medicine. He is the course director of general clinic stream at the university, clinical sciences faculty, and a mentor for sixteen dental students. He is the founder and advisor of UNLV Asian American Dental Student Association.

He is part of the Editor Board of the Journal of Dentistry, Oral Disorders, and Therapy. He has published many articles in peer-reviewed journals and is the co-author of Rule of Law Index.

Dr. Tham is also a practicing attorney in Immigration and Nationality Law, Family Law, and Dental Malpractice, since getting his law degree from California Concord University School of Law in 2005. He is the past vice chair of American Bar Association Health Law Section, and currently the vice president and executive board member of Asian American Advocacy Clinica non-profit organization whose mission is to increase access to legal, advocacy, education, and support services for low income and linguistically and/or culturally marginalized communities.

He is the founding board and chairman of Global Oral Legal Dental Helping Hands Foundation, a non-profit organization to provide oral, dental services, and legal education worldwide.

Dr. Tham has over 23 years of experience in managing private practice, mentoring, research, and education. He has served as vice-president and secretary in several state-wide professional organizations, such as American Bar Association (ABA) Health Law Section, ABA Young Lawyer Section, and Tzu Chi Foundation Medical Section; currently, he is the chair of Disaster Relief and Medical Aid Section of Tzu Chi Las Vegas Foundation, chair of Professional, Ethical, and Legal Issues in Dentistry, and chair-elect of Practice Management Section of American Dental Education Association (ADEA).

Cozumel, Mexico - The Conquistadors first saw Mexico from the shores of Cozumel while searching for gold. Falmouth, Jamaica - Step off the ship and step back in time.
